WWW - The Wild, Wild, Web

The Internet is a lawless place. This is not likely to change any time soon. Even if the Government choose to regulate the Internet, the Gonverment cannot really control activity outside of the country. As long as the Internet remains World-Wide, it will probably be unruly.

When the Internet was first designed, no thought was given to the security of the data that traveled across it. It existed as a link between specific facilities (universities, research facilities, etc.). The only real way to gain access to the Internet in the first place, was to be a member of a group that was trusted with access.

Most technologies, including the Internet, are a constant evolution. This means they are always improving in many ways, but it also means that some of the weaknesses they were born with remain a part of them for a very long time.
